Procedure for intervention by the University Ombudsman, either pro bono or by request of members or collectives of the university community that think that their rights and liberties have been wronged. If the complaint is admitted and, after the corresponding investigation, the University Ombudsman may make the suitable warnings, recommendations, reminders on legal responsibilities or suggestions to the academic authorities or members of the university community. Said decisions do not have the status of administrative resolutions.
Any member of the university community that invokes a legitimate interest, either personally or in representation of a group, as well as associations or organizations legally enabled to defend the rights or interests of the university community.
Complaints will be presented at any of the Registries of the University of Oviedo before a year has passed since the applicant acquired knowledge of the events that motivated the complaint.
Presenting a complaint will not suspend the period legally estipulated by the administrative and legal procedures.
The Ombudsman will not admit any anonymous complaints, those that lack a foundation and those that deal with on-going disciplinary action or legal procedures, as well as those whose admission may cause harm to third parties. Nevertheless, this will not forbid the investigation on the general problems presented in the complaints made.
The University Ombudsman is the organ in charge of looking after the rights and liberties of teachers, students and the administrative staff, in order to avoid arbitrary actions or leaving them defenseless against the internal organs of the University.
Among their functions, the Ombudsman also receives any complaints made by any member of the university community who has a legitimate interest; mediates in the disagreements and differences between members or collectives of the university community and proposes solutions to reconcile them or make them agree with each other; gives recommendation, suggestions, warning and reminders of legal responsibilities in the matters in which they have participated, and, lastly, presents the annual report to the Board.
The actions of the University Ombudsman are not subjected to any imperative designation of any university instance and will be regulated by the principles of independence, impartiality, autonomy and confidentiality.
The meeting of the Board that took place on December 15, 2011 proclaimed Prof. Ramón Durán Rivacoba, Tenured Professor of Civil Law, University Ombudsman of the University of Oviedo, who took possession of his position on Decemeber 17, 2012. His term has a duration of five years.

The Ombudsman will register the complaints that they receive and will decide and communicate to the applicant their admission or rejection in a period no longer than five days.
If the complaint is admitted, or the pro bono action has commenced, the Ombudsman will promote, if deemed necessary to clarify the events, the corresponding investigation that will remain private. In any case, the Ombudsman will inform the person or organ about which the complaint has been made, giving them a period not 15 days nor shorter than 5 to defend themselves and provide any documents they consider relevant.
The decision made by the Ombudsman will be communicated to the implicated party, who will have to answer them back in the estipulated period of time, not longer than 15 days nor shorter than 5.
The Ombudsman will inform of the recommendation or suggestion give and the answer given by the affected organ to the applicant within six months of the start of the procedure. Said period may be extended by the Ombudsman before it has finished if a valid reason is provided.
The services or people who are given the recommendation, suggestions or warnings will have to inform the University Ombudsman of the measures taken to comply to them within a maximum period of a month.
The aformentioned periods are based on week days, excluding weekend days.
